This is similar to what parking lot attendants use to direct traffic. The base is about as long as a traditional flashlight (2 C-Cell batteries long) and the wand portion is about the same length. The specs say 15.5" total. It's very visible at night without causing any kinds of glare to oncoming traffic and can be seen from behind and in front of you. The natural act of swinging your arms while walking makes it hard to miss, and there is a flashing mode just in case someone isn't paying attention.

I have used the original version of this vest quite a bit when walking and it would work for runners as well. This one has a rechargeable battery and it has a choice of colors and flashing modes that will get you noticed at night. The Extra Large size fit me well, even when I had bulky winter layers (it's adjustable).

I bought this for our dog Max at the same time as the Tracer vest for me. It's very noticeable at night, and we always got plenty of comments from people about its visibility and how good an idea it was. It took me quite a while to justify spending this kind of money on a dog harness, but I don't regret having it for Max. He was a 90-pound Lab, so we got the Large size for him and it fit very well.
